Compromise, Negotiation, and Peace with Pakistan are Impossible: Opines Former RAW Chief Vikram Sood
Thinker Sheds Light on the Attitudes of Pakistan, China, and the United States
“There is no benefit in compromise or negotiation with Pakistan and Peace with them is impossible,” said Vikram Sood, the former chief of India’s intelligence agency, RAW (Research and Analysis Wing).
Speaking at the session titled ‘Great Power Games’ during the 8th edition of the Mangaluru Lit Fest, currently being held at the Dr. TMA Pai International Convention Centre, he asserted that Pakistan will never change.
Speaking about India’s friendship with neighbouring countries, he said: “In the past, whenever Sri Lanka or Bangladesh faced difficulties, India stood by them to help. However, when India faces a crisis, no one stands by us.”
Discussing the current conflict involving the USA and Venezuela, Sood pointed out: “First, the United States intervened in Ukraine, then Israel, and now Venezuela. It is a country that seems intent on creating problems worldwide. While it may not be publicly obvious who causes these issues, they operate with the mindset that they have a President who can fix everything. The President there acts with the attitude that ‘I am the law myself.'”
“Strength, the military, and power are crucial for good governance. To become a strong nation, we must focus on these aspects. In the past, China was able to deal an economic blow to America because it became independent in manufacturing sector,” he added.
“On the contrary, despite having a massive military and nuclear power, the USA has not directly won any war. Their decline began with the 1945 attacks on Nagasaki and Hiroshima,” Sood pointed out.
Discussing the strategies to be adopted with the United States and China, Vikram Sood said: “Neither America nor China has ever stood by India in times of need. India must choose the path of dealing with both nations logically. To become a powerful nation, the necessity of a strong government is paramount. Just as a U.S. government representative does not come to India to beg for help, India too must reach a stage where it does not have to ask anyone for assistance.”
“Recently, we are seeing such developments. The Balakot airstrike, the Uri counterattack, and Operation Sindhoor are a few examples. We must establish our stance even more firmly on the international stage. If we do not rise now, we may never be able to do so,” he stated.

‘ಪಾಕಿಸ್ತಾನ, ಚೀನಾ ಹಾಗೂ ಭಾರತ ನಡುವೆ ಸಮಸ್ಯೆ ಇರುವುದು ಎಲ್ಲರಿಗೂ ಗೊತ್ತಿರುವಂಥದ್ದು. ಪಾಕಿಸ್ತಾನದ ಜೊತೆ ರಾಜಿ, ಸಂಧಾನ ಮಾಡಿ ಪ್ರಯೋಜನವಿಲ್ಲ. ಅವರ ಜೊತೆ ಶಾಂತಿ ಅಸಾಧ್ಯ’ ಎಂದು ಭಾರತದ ಗುಪ್ತಚರ ಸಂಸ್ಥೆ ‘ರಾ’ದ ಮಾಜಿ ಮುಖ್ಯಸ್ಥ ವಿಕ್ರಮ್ ಸೂದ್ ಹೇಳಿದರು.
ಮಂಗಳೂರಿನ ಟಿಎಂಎ ಪೈ ಇಂಟರ್ನ್ಯಾಷನಲ್ ಕನ್ವೆನ್ಶನ್ ಸೆಂಟರ್ ಅಲ್ಲಿ ನಡೆಯುತ್ತಿರುವ ಮಂಗಳೂರು ಲಿಟ್ ಫೆಸ್ಟ್ 8ನೇ ಆವೃತ್ತಿಯ ‘ಗ್ರೇಟ್ ಪವರ್ ಗೇಮ್ಸ್ ʼ ಎಂಬ ಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು ಪಾಕಿಸ್ತಾನ ಯಾವತ್ತೂ ಬದಲಾಗಲ್ಲ ಎಂದು ಸಾರಿದರು.
ಭಾರತ ಮತ್ತು ನೆರೆ ದೇಶಗಳ ಜೊತೆಗಿನ ಸ್ನೇಹದ ಕುರಿತು ಮಾತನಾಡಿದ ಅವರು, ‘ಈ ಹಿಂದೆ ಶ್ರೀಲಂಕಾ ಅಥವಾ ಬಾಂಗ್ಲಾದೇಶ ಕಷ್ಟದಲ್ಲಿದೆ ಎಂದಾಗ ಭಾರತ ಅವರ ಸಹಾಯಕ್ಕೆ ನಿಂತಿತ್ತು. ಆದರೆ, ಭಾರತಕ್ಕೆ ಸಂಕಷ್ಟ ಬಂದಾಗ ಯಾರೂ ಜೊತೆ ನಿಲ್ಲುವುದಿಲ್ಲ’ ಎಂದು ಹೇಳಿದರು.
ಪ್ರಸ್ತುತ ನಡೆಯುತ್ತಿರುವ ಅಮೆರಿಕ ಹಾಗೂ ವೆನೆಜುವೆಲಾ ಯುದ್ಧದ ಬಗ್ಗೆ ಮಾತನಾಡಿ, ‘ಮೊದಲಿಗೆ ಅಮೆರಿಕ ಯುಕ್ರೇನ್ ವಿಷಯದಲ್ಲಿ ತಲೆ ಹಾಕಿತು, ಬಳಿಕ ಇಸ್ರೇಲ್ ಈಗ ವೆನೆಝುವೆಲಾ. ಪ್ರಪಂಚಾದ್ಯಂತ ಸಮಸ್ಯೆ ಮಾಡುವ ಉದ್ದೇಶ ಹೊಂದಿರುವ ದೇಶವದು. ಈ ಸಮಸ್ಯೆಗೆ ಯಾರು ಕಾರಣ ಎಂದು ಬಹಿರಂಗವಾಗಿ ಗೊತ್ತಾಗದಿರಬಹುದು ಆದರೆ, ಎಲ್ಲವನ್ನೂ ಸರಿ ಮಾಡುವ ಅಧ್ಯಕ್ಷ ನಮ್ಮ ದೇಶದಲ್ಲಿದ್ದಾರೆ ಎಂಬ ಮನೋಭಾವ ಹೊಂದಿರುವ ದೇಶವದು. ಸ್ವತಃ ನಾನೇ ಕಾನೂನು ಎಂಬ ಮನೋಭಾವ ಹೊಂದಿರುವ ಅಧ್ಯಕ್ಷ ಅಲ್ಲಿದ್ದಾರೆʼ ಎಂದರು.
‘ಉತ್ತಮ ಆಡಳಿತಕ್ಕೆ ಶಕ್ತಿ, ಸೇನೆ ಹಾಗೂ ಅಧಿಕಾರ ಬಹಳ ಮುಖ್ಯ. ದೇಶ ಪ್ರಬಲಗೊಳ್ಳಲು ಈ ವಿಷಯಗಳ ಬಗ್ಗೆ ಗಮನ ಹರಿಸಬೇಕು. ಈ ಹಿಂದೆ ಚೀನಾ ಉತ್ಪನ್ನಗಳನ್ನು ಸಿದ್ಧಪಡಿಸಲು ಸ್ವತಂತ್ರ ಆಗಿದ್ದಕ್ಕೆ ಅಮೆರಿಕಕ್ಕೆ ಆರ್ಥಿಕ ಹೊಡೆತ ನೀಡಲು ಸಾಧ್ಯವಾಯಿತುʼ ಎಂದರು. ಹಾಗೆಯೇ ಅಮೆರಿಕಾದ ಬಗ್ಗೆ ಮಾತನಾಡಿ, ʼಅಮೆರಿಕಾದ ಬಳಿ ಬೃಹತ್ ಸೇನೆ, ಪರಮಾಣು ಶಕ್ತಿ ಎಲ್ಲವೂ ಇದ್ದರೂ ಯಾವ ಯುದ್ಧವನ್ನು ನೇರವಾಗಿ ಗೆದ್ದಿಲ್ಲ. 1945 ಅಲ್ಲಿ ನಾಗಸಾಕಿ, ಹಿರೊಶಿಮಾ ಮೇಲೆ ದಾಳಿ ಮಾಡಿದ ಘಟನೆಯಿಂದಲೇ ಅವರ ಪತನ ಶುರುವಾಗಿದೆʼ ಎಂದರು.
ಅಮೆರಿಕಾ ಮತ್ತು ಚೀನಾ ಜೊತೆ ಯಾವ ರೀತಿಯ ತಂತ್ರಗಳನ್ನು ಮಾಡಬಹುದು ಎಂಬ ವಿಷಯದ ಕುರಿತು ಮಾತನಾಡಿದ ವಿಕ್ರಮ್, ‘ಅಮೆರಿಕಾ ಹಾಗೂ ಚೀನಾ ಯಾವತ್ತೂ ಭಾರತದ ಸಹಾಯಕ್ಕೆ ನಿಂತಿಲ್ಲ. ಎರಡೂ ದೇಶಗಳ ಜೊತೆ ತಾರ್ಕಿಕವಾಗಿ ವ್ಯವಹರಿಸುವ ದಾರಿಯನ್ನು ಭಾರತ ಆಯ್ಕೆ ಮಾಡಿಕೊಳ್ಳಬೇಕು. ಬಲಿಷ್ಠ ರಾಷ್ಟ್ರವಾಗಲು ಬಲಿಷ್ಠ ಸರ್ಕಾರದ ಅಗತ್ಯ ಮುಖ್ಯ. ಹೇಗೆ ಅಮೆರಿಕಾದ ಸರ್ಕಾರಿ ಪ್ರತಿನಿಧಿ ಭಾರತಕ್ಕೆ ಬಂದು ಸಹಾಯ ಕೇಳುವುದಿಲ್ಲವೋ ಅದೇ ರೀತಿ ಭಾರತ ಕೂಡ ಯಾರನ್ನೂ ಸಹಾಯ ಕೇಳದಿರುವಂತೆ ಆಗಬೇಕು. ಇತ್ತೀಚೆಗೆ ಅಂತಹ ಬೆಳವಣಿಗೆ ಕಾಣುತ್ತಿವೆ. ಬಾಲಾಕೊಟ್, ಉರಿ ಕೌಂಟರ್ ಅಟ್ಯಾಕ್ ಹಾಗೂ ಆಪರೇಶನ್ ಸಿಂದೂರ್ ಕೆಲವು ಉದಾಹರಣೆಗಳು. ಅಂತಾರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದಲ್ಲಿ ನಮ್ಮ ನಿಲುವುನ್ನು ಇನ್ನೂ ಗಟ್ಟಿಯಾಗಿ ಸ್ಥಾಪಿಸಬೇಕು. ಈಗ ಅಲ್ಲದಿದ್ದರೆ ಇನ್ನೆಂದೂ ಮೇಲೆ ಹೋಗಲು ಸಾಧ್ಯವಿಲ್ಲʼ ಎಂದು ಹೇಳಿದರು.
